Banner's Accounting String: FOAPAL:
Banner's accounting string consists of six elements referred to as the FOAPAL (Fund, Organization, Account, Program, Activity, and Location). The Fund, Organization, Account and Program codes are the primary chart of accounts elements used for classification, budgeting, recording, and/or reporting. The Activity and Location codes are used to provide more specific performance-related detail for transactions. The Each element is defined below:
- The Fund Code is the user-assigned alphabetic/numeric designation for a fiscal and accounting entity with a self-balancing set of accounts in which transactions are recorded and segregated to carry on specific activities or attain certain objectives in accordance with the prevailing regulations, restrictions, or limitations. The fund represents the source of funding. Where is the money coming from? In Banner, fund codes are maintained through the FTMFUND form.
Every fund in Banner must be linked to a Fund Type. Fund types provide the system with a proper categorization for each fund. Example of fund types would include Unrestricted, Restricted, Agency, etc. Fund types are maintained on the FTMFTYP.
- The Organization Code is the user-assigned alphabetic/numeric designation for departmental/budgetary subdivisions within the larger entity, taken as a whole. Who is spending/receiving money? In Banner, organizations are maintained on the FTMORGN form.
- The Account Code is the user-assigned alphabetic/numeric designation for individual asset, liability, equity, revenue, expenditure and/or transfer account classifications. What is money being spent on or received for? Account codes are maintained on the FTMACCT form.
In the same way fund types categorize fund codes, Account Type performs a similar function for account codes. Examples of account types would include Asset, Liability, Revenue, etc.
- The Program Code is the user-assigned alphabetic/numeric designation for group activities, operations or other units directed to attaining specific purposes or objectives. Program Codes are maintained on the FTMPROG form.
- The Activity Code is the user-assigned alphabetic/numeric designation for temporary units of work, subsidiary functional classifications, or short duration projects. Activity codes are maintained on the FTMACTV form.
- The Location Code is the user-assigned alphabetic/numeric designation for physical places or sites. This is primarily used with, but not limited to, the Fixed Asset module. Location codes are maintained on the FTMLOCN form.
For any expense or revenue transaction, Banner requires that the Fund, Organization, Account and Program must be present. Activity and Location are optional.
Banner also allows user to create shortcuts for a particular accounting string. Index Codes provide a short keying sequence for user-defined fund, organization, account, program, activity, and location (FOAPAL) combinations. Index codes are maintained on the FTMACCI table. In addition to index codes, defaults can be set on fund or organization codes to default other values of the FOAPAL string.
Another particular feature of the FOAPAL string is the notion of hierarchical levels. The four required elements (Fund, Org, Account, and Program) and Location can be structured into levels and be set to be data entry or non data entry. As such, reporting or logical structures can be built into the coding in order to run queries or produce reports. The maximum levels for each element are as follows:
- Fund: 5 levels
- Organization: 8 Levels
- Account: 5 Levels
- Program: 5 Levels
- Location: 5 Levels
